Suspected ‘super hulbot’ fishermen face charges

ILOILO – A criminal complaint was filed against the captain and owner of fishing boat Princess Mae that used the prohibited Danish seine or hulbot-hulbot in gathering fish off the coast of Carles town.

Senior Police Officer 3 Jose Ronnie Panes, task force leader of the Iloilo Provincial Bantay Dagat, charged boat captain Johnny Guban and owner Alberto Aurelio of Roxas City, Capiz at the Iloilo Provincial Prosecutor’s Office for violation of Fisheries Administrative Order No. 246 (ban on the use of Danish seine or modified Danish seine fishing in Philippine waters) and Section 86 of Republic Act 10654 or Fisheries Code (unauthorized fishing).

With 22 crew members, Guban was caught using hulbot-hulbot 4.6-kilometer from the shoreline of Barangay Punta, Carles, Iloilo around 5:30 p.m. on Sept. 8, 2017.

Police Officer 2 Jessy Morata, Police Officer 1 Jim Agarrado and Police Officer 1 Veemel Balasote recovered from the suspects one set of hulbot-hulbot fishing net, two rolls of scaring lines and a tom weight.

The task force then impounded their fishing boat with outrigger equipped with 6D15 Mitsubishi engine, shafting, propeller, ruder and two pair of mechanical winch powered by 4D30 Mitsubishi engine.

The task force also seized 10 containers of diesel fuel and 25 tubs of assorted fishes, fish finder, generator set, and water pump.
Guban, detained at the Carles municipal police station, alleged that the fishing boat was bought by Aurelio from certain Leo de los Santos.
The 22 crew members, on the other hand, were released from custody for not being the subject of the penal provisions of Fisheries Administrative Order 246 and Section 86 of Republic Act 10654. (Jezza Nepomoceno, Iloilo Capitol/PN)
