Tablets pre-tested for upcoming consumer expectations, overseas Filipinos surveys

THE Philippine Statistics Authority (PSA) will conduct a Pre-Test for the upcoming October 2018 Consumer Expectations Survey (CES) and 2018 Survey on Overseas Filipinos (SOF) this May 2018. The Consumer Expectations Survey (CES) is a household-based survey on the consumers’ assessment if their family income, financial situation, and the economic condition of the country while the Survey on Overseas Filipinos (SOF) is a nationwide survey that seeks to gather information on Filipino citizens who left for abroad during the last five years.

Furthermore, the SOF is a rider survey to the October round of the Labor Force Survey every year and it aims to provide data on overseas Filipinos particularly the OCWs and their contribution to the economy. The Pre-Test objectives are as follows: (a) to test the feasibility of using CAPI for both surveys; (b) to test the effectiveness of the survey instrument as to the appropriateness of the questions, the skipping pattern and sequence of the questions; (c) to measure the length of the conduct of interview to determine the output per manday; (d) to establish the appropriate operational procedures  in this particular survey; and (e) to determine problems, issues and concerns that may arise during the actual survey.

There are forty eight sample households for urban and rural for each survey for Iloilo and the conduct of pre-testing for the said surveys which will be on May 3 and 4, 2018 will only be in selected areas in Iloilo particularly in Lambuyao, Oton (rural area) and Poblacion South, Oton (urban area) for SOF, and Camangay, Leganes (rural area) and Bitoon, Iloilo City (urban area) for CES. The interviewers will be staffs coming from Income and Employments Statistics Division (IESD) and System Development Division (SDD) to be headed by Assistant National Statistician Wilma A. Guillen. The pre-test will cover 96 households and the interviewers will be using tablet in the data collection for both surveys.

After the pre-test, a debriefing activity will be held which will serve as venue to process the collected data and report the problems, issues and concerns encountered during the pretest data collection. This will determine the average interview time and summarize the problems, issues and concerns on the said matter, and will be used as input to finalize the interviewer’s manual, as well as recommend improvement in the field procedure./PN
