BACOLOD City – A teacher at Rizal Elementary School who allegedly ordered the beating of a pupil was transferred to the Department of Education (DepEd) Division of Bacolod City on Friday.
This does not mean that Rowelyn Bolinas was guilty, stressed City Schools Division Superintendent Cynthia Demavivas.
Demavivas said they were simply avoiding causing the 9-year-old girl further trauma when she goes back to school.
The teacher allegedly ordered her pupils to beat the girl and their three other classmates before classes started on Monday, Feb. 6, because they were absent on Friday last week, Feb. 3.
Bolinas was advised to get a lawyer; she was entitled to due process, Demavivas stressed, adding that only the DepEd regional office has the authority to impose disciplinary action on teachers.
Principal Dennis Estaniel has submitted an incident report to the Bacolod City Division. Demavivas said they were validating it.
Demavivas already asked Bolinas about what happened. The teacher did not deny it, the schools superintendent said.
The Division of Bacolod City validates the report and investigates, while the DepEd regional office decides if a case may be filed against the erring teacher, she said.
Demavivas reminded the teachers to review their manual that explains how to properly discipline students and pupils.
Inflicting physical and/or verbal harm is prohibited, she stressed. She advised the teachers to be good examples to their students and pupils.
Meanwhile Councilor Renecito Novero hopes the allegation against Bolinas were not true. “But if it did happen, I hope it would not happen again,” the Sangguniang Panlungsod education committee chairman said.
“May proper investigation be conducted immediately and justice done with dispatch to its exact limits,” said Novero. “And may this serve as lesson to all.”/PN
