BACOLOD City – The Department of Education (DepEd) Division of Bacolod City recommended that a teacher who allegedly ordered the beating of one of her pupils be given “professional help.”

Disciplinary action must also be imposed on Rowelyn Bolinas of Rizal Elementary School, Division Superintendent Cynthia Demavivas stressed.

Bolinas was investigated for allegedly ordering her pupils to beat a 9-year-old girl and their three other classmates before classes started on Feb. 6 (Monday) because they were absent on Feb. 3 (Friday).

Demavivas submitted her recommendation to DepEd – Negros Island Region director Gilbert Sadsad.

Demavivas said only the DepEd regional office, not the Division office, may impose disciplinary actions against erring teachers.

Bolinas was removed from Rizal Elementary School and transferred to the library of the Division office. Demavivas said it was the only immediate action she may take for having no disciplinary authority.

But the Division superintendent believes the DepEd regional office will file motu proprio charges against Bolinas.

Demavivas said such cases commonly lead to dismissal from the teaching profession, but the DepEd regional office will decide on the matter. Any erring teacher is entitled to due process, she said.

According to the Division’s investigation, Bolinas had a “bad experience” during childhood. Demavivas refused to elaborate, but she stressed it cannot justify what Bolinas allegedly did to her pupils.

In February, Demavivas asked Bolinas what happened. The teacher did not deny the incident, the Division superintendent then said.

Moreover, Bolinas was facing child abuse charges before the Commission on Human Rights (CHR) Bacolod City.

The aunt of the 9-year-old pupil, Merly Obina of Purok Malipayon, Barangay 35, filed the complaint.

The girl suffered from contusions and hematoma on her buttocks as a result of the alleged beating, the CHR said, citing a medical record./PN
