Teachers’ reps want K-12 program probed

MANILA – Lawmakers filed a resolution that will look into the status of implementation of the K to 12 program in the country.

House Resolution No. (HRN) 1887 sought to investigate the issues in the implementation of K to 12 education program, like the chronic state underfunding of basic education.

“We filed HRN 1887 for Congress to look into the issues that emerged due to the implementation of RA (Republic Act) 10533, or the Enhanced Basic Education Act of 2013, which mandated basic education to encompass one year of kindergarten education, six years of elementary education, and six years of secondary education, which includes four years of junior high school and two years of senior high school,” said Rep. Antonio Tinio (ACT Teachers party-list).

Tinio said the “overhaul of the country’s basic education system brought with it a myriad of issues as reported from the field by teachers and other school personnel, parents, and students.”

For her part, Rep. France Castro (ACT Teachers party-list) cited the shortages in schools and classrooms, as well as other learning facilities for senior high school.

“These shortages are endured everyday by teachers, other school personnel, parents and students who are forced to shell out from their own money to make school facilities and equipment available,” Castro said.

Amid increase in allocation for the Government Assistance to Students and Teachers in Private Education Program of the Department of Education, Tinio claimed that “key metrics of access to and quality of basic education such as participation rate or net enrollment rate, retention rate, completion rate, and teachers’ welfare and training profiles, leave a lot to be desired.”

Tinio and Castro want the House leadership to set the hearing on HRN 1887 “before the start of another school year.”/PN
