ILOILO City – At Police Station 1 a 45-year-old woman complained that her house in Barangay Veterans’ Village, City Proper was pelted with stones.
Complainant Wennie Bocala named three suspects – Mary Jane Rotela, Mary Ann Alavanzas and Marivic Alavanzas, all residents of the barangay, too.
The three women also verbally abused her on Thursday morning, added Bocala.
The police suggested that Bocala refer her complaint first to their barangay Lupon or conciliation committee (Lupon Tagapamayapa).
This scheme is in line with the Katarungang Pambarangay or the Barangay Justice System – a local justice system operated by the barangay and is overseen by the barangay captain.
The barangay captain sits on the Lupon Tagapamayapa along with other barangay residents, which is the committee that decides disputes and other matters. They do not, however, constitute a court as they do not have judicial powers.
The system exists to help decongest regular courts and works mostly as alternative, community-based mechanism for dispute resolution of conflicts./PN
