TNCs, TNVS operators told to shoulder 20% passenger discounts

THE Land Transportation Franchising and Regulatory Board (LTFRB) has ordered that Transport Network Vehicle Service (TNVS) drivers be spared from shouldering the 20 percent discount privileges of some passengers such as senior citizens, persons with disability, and students.

Under Memorandum Circular No. 2025-10 dated March 19, 2025, the Transport Network Companies (TNC) and TNVS operators shall equally share “50%-50%” in covering the fare discount.

“The fare discounts mandated by law and other regulations shall not be passed on by the TNC and the TNVS operator to the TNVS driver unless the TNVS operator is also the driver of the vehicle,” the memorandum read.

The memorandum circular shall take effect 15 days following its publication in at least one newspaper of general circulation.

The order came after a Senate hearing revealed that the fare discounts were being shouldered by the drivers.

LTFRB chairperson Teofilo Guadiz reminded TNCs and TNVS operators to strictly follow their share in covering the discount fares.

Under the Expanded Senior Citizens Act, Student Fare Discount Act, and Magna Carta for Persons with Disability, senior citizens, students, and persons with disabilities are entitled to a 20 percent discount in public transportation fares. (GMA Integrated News)
