To help Pavia market stall holders, Fajardo proposes ordinance waiving market rental fee

ILOILO – To help stall holders at the public market of Pavia town cope with the adverse economic effects of the coronavirus disease pandemic, Sangguniang Bayan (SB) member Daniel S. Fajardo II has proposed an ordinance waiving one month of rental fee of these vendors.

“This is a socioeconomic recovery support initiative,” according to Fajardo, chairman of the Committee on Market and Slaughterhouse.

He introduced the proposed ordinance during the regular session of the SB of Pavia yesterday, Nov. 22.

“Nakita ko kag nabatyagan ang epekto sang COVID-19 pandemic sa aton mga market vendors,” said Fajardo.

His proposed ordinance hurdled first reading and was referred to the Committee on Revenue.

Waiving one month of rental fee of the stall holders at the Pavia Public Market could mitigate the losses of the owners and vendors during this COVID19 pandemic, Fajardo stressed.

“Kapila na kita mag-lockdown halin pa sang 2020 kag may suspension pa sang market days,” he pointed out.

The market day suspension substantially affected the public market vendors’ capacity to recoup business expenses such as rental fees.

In introducing the proposal, Fajardo also pointed out Department of Trade and Industry’s Memorandum Circular 20-04 which provides that lessors and owners of business spaces shall share the responsibility of waiving the corresponding rental fee and charges of stores during quarantine periods.

Section 4 of the proposed ordinance, however, made it clear that “existing unpaid rentals and penalties of the stallholders are not included in the waived market fee rentals.”

The proposed ordinance also mandates the office of the Municipal Treasurer to prepare the implementing guidelines in coordination with the Market Administrator for the approval of the Municipality Mayor.

The Municipal Treasurer shall then implement the ordinance in accordance to the approved guidelines./PN
