ILOILO City – After selling a sachet of shabu to an undercover police officer, a village councilman was arrested in Barangay Bago Chiquito, Panay, Capiz.

Mark Bialen, 31, was detained at the municipal police station on Dec. 10 around 5 p.m.

He sold the sachet for P200, according to Senior Inspector Romeo Mallari, Panay police chief.

“He surrendered in July in line with the Philippine National Police’s Oplan Double Barrel. He claimed he was a mere drug user,” said Bialen.

But the Panay police recently received reports that the suspect was pushing drugs, said Mallari.
