MANILA – Despite being rejected, Sen. Joel Villanueva said he will continue to curb the rampant contractualization in the country, a campaign promise of President Rodrigo Duterte.
Villanueva said he plans to re-file his Security of Tenure bill in the 18th Congress after Duterte chose to veto the bill.
“Sa kabila po ng lahat, patuloy natin isusulong ang panukalang batas na ito, hanggang hindi nawawakasan ang ENDO (End of Contract),” Villanueva said. “Sa simula pa lamang, inasahan na po natin na maraming haharang sa panukalang ito.”
“Subalit hindi po tayo natinag, lalo na at maraming manggagawa ang umaasa rito na magwawakas sa ENDO. Pinakamabigat na pasanin na marahil ang ideyang matutupad ang pangarap na ito,” he added.
According to the measure, employees will be directly hired by companies and not through labor-only contracting agencies. Should employees remain under the supervision of these agencies, the company will have to absorb them or regularize them.
The measure added all employees, except those under probationary, are deemed regular, including project and seasonal employees. The services of any employee cannot be terminated without just and unauthorized cause.
“Bilang mga pinuno ng pamahalaan, inaasahan po tayong manindigan para sa mga inaapi at gawin ang nararapat para maging patas ang lipunan,” Villanueva said.
“Ngunit ang katotohanan, minsan ay mas matimbang ang mga makapangyarihan at naghaharing-uri. Ang pagka veto ng ENDO ay isa sa mga manipistasyon ng mga ganitong pagkakataon,” added Villanueva./PN
