A $500 million Waste-to-Energy (WTE) power plant is set to rise in the province of Bataan following the signing of a Memorandum of Understanding (MOU) between the provincial government and a United States (US)-based multinational company.
Bataan Provincial Governor Abet S. Garcia and AgriPower, Inc., which duly was represented by its chief executive officer Barry J. Berman, recently signed the MOU for the construction of the WTE that is expected to generate at least 100 megawatts of electricity for the province.
Due to the importance of the project, Bataan provincial consultant Mario T. Supnad and Berman meticulously ironed-out all the details that led to the signing of the MOU, despite the coronavirus pandemic which has greatly affected the economic activities in all corners of the world.
Following this development, Garcia has already instructed Supnad to coordinate with Hermosa Municipal Mayor Jopet Inton in preparation for the location where the proposed power plant will be constructed.
On the other hand, Berman said that they will prioritize the project in the province of Bataan since this is one of the biggest projects of AgriPower, Inc.
Since the project is part of the province’s Public, Private Partnership (PPP) initiative to invite investors, Garcia expressed his appreciation to AgriPower, Inc. for giving its trust to invest in Bataan.
Among the leading companies in the United States, AgriPower has already constructed more than 60 WTE “heat only” systems that are now operating in the different countries.
Under the project, Berman says AgriPower will be featuring its unique Double Combustion Chamber, Clean Technology, Integrated, Combined Heat and Power, Waste-to-Energy Systems as a turnkey package, which includes the following:100 MW Combined Heat and Power Systems; two 1,000 tons-per-day Waste-to-Value Sorting Modules; and five 100 tons-per-day one-day Composting Modules.
“The Turnkey Package is inclusive of the referenced equipment as well as Engineering, Procurement, Construction, Project Management, Operations and Maintenance, Technology Supply, and Full Project Financing amounting to about $500 million,” Berman explained.
Under the MOU, the initiative will be covered under a PPP Project with a 10-year (possibly up to a 15 or 20-year) term, after which AgriPower, Inc. shall turn over the full rights and ownership of the completed project to the province of Bataan.
For its part, AgriPower shall provide the Engineering, Procurement, and Construction, Project Management and Operations Maintenance, Technology Supply and Financing for any and all costs, or expenses, to be incurred for the complete construction of the proposed project, including its operation which will generate a substantial income for the province of Bataan, as well as generate job opportunities that would enhance businesses and industries in Bataan.
AgriPower assured that the WTE will comply with the provisions of Republic Act 9003, or the Ecological Solid Waste Management Act of 2000; ability to provide continuous, reliable and low-cost electric power; convert odorous and unsightly landfills into commercial properties or parks; eliminate leachate water, pathogen, rodent and insect problems at the site of the project; reduce current waste disposal costs; and generate alternative incremental revenues./PN
