MANILA – Senate President Aquilino Pimentel III called for an investigation into the rising number of vehicular crashes.
He wanted the Senate committee on public services to look into existing road and traffic safety rules and regulations to find what other measures may be enacted to help prevent such incidents.
“The rise in the frequency of vehicular accidents highlights the pressing need to reassess current road safety rules and regulations,” Pimentel said in Senate Resolution No. 190.
“Appropriate legislation” must be enacted “to curb the significant number of injuries and casualties caused by noncompliance with traffic and road safety rules and regulations,” he said.
The Philippine National Police’s Highway Patrol Group (HPG) recorded over 10,650 vehicular crashes that resulted in 549 casualties from January to April this year.
In 2015, the HPG tallied a total of 24,565 crashes with 1,040 deaths.
In the same year, the Metropolitan Manila Development Authority (MMDA) recorded a higher number of incidents (95,615) but lower casualties (418).
According to the MMDA, “99.95 percent” of the reported accidents can be attributed to “human error,” including bad turning and overtaking, speeding, drunk driving, distracted driving, and other road hazards.
Considering human factor in the crashes, Pimentel said the government should promote “citizen education” to make individuals aware of road safety./PN
