ILOILO City – Who among former mayor Jed Patrick Mabilog’s executive assistants has the trust and confidence of his successor Mayor Jose Espinosa III and would be reappointed?

This is one of the things being considered by the Special Selection and Evaluation Team (SSET) created to evaluate the executive assistants so that Espinosa could decide whether to reappoint them or not.

“Simple man lang ang criteria sa aton mga co-terminus (employees), una trust and confidence sang aton appointing authority,” said Sports Development Officer III Rommel Castro, a member of SSET.

The other, he said, is experience.

The executive assistant should have shown to be an asset to the city government and “not a baggage sa function sang mayor,” said Castro.

He named two executive assistants of Mabilog enjoying Espinosa’s trust – Melchor Tan (for infrastructure) and Perla Zulueta (for finance).

Tan had served as city administrator during the administration of then mayor Jerry Treñas (now congressman), brother-in-law of Espinosa.

Zulueta was a colleague of Espinosa in the Sangguniang Panlungsod for several terms and chaired, among others, the committees on appropriations, ways and means, and environment.

According to Castro, Espinosa reappointed Tan Thursday last week and Zulueta would be next.

Their qualifications were beyond question, he stressed.

“Zulueta’s expertise is in appropriations and ways and means. She will definitely be an asset to the governance team of the mayor,” said Assistant Department Head II Remia Regalado, the SSET head.

Last week, Espinosa reappointed City Administrator Hernando Galvez and City Legal Office chief Atty. Lorna Laurea.

“For the continuity of service,” explained Espinosa. “They are department heads that with confidence sang mayor, gin-reappoint naton immediately.”

The former Mabilog administration had not been forthright with its number of executive assistants. Only after Mabilog’s dismissal by the Office of the Ombudsman last week did the public know who they were (except for a few) and their monthly compensation. They were:

* Victor Facultad (building administrator), Perla Zulueta (appropriation and finance), Romeo Paloma (infrastructure), Jay Victor Mabilog (health/medical), Lyndon Acap, (infrastructure and health) – P52,000 per month

* Dominador Co (tourism), Mitch Antiqueña (traffic) – P43,000 per month

* Elpidio Lozada Jr. (detailed at office of the congressman), Norma Jimenea (social welfare), Irene Ong (health), Melchor Tan (infrastructure) – P32,000 per month

* Rodel Fullon (business and tourism promotion), Felix Muchada (security) – P25,000 per month

* Hector Alejano (social affairs), Guillemo Dela Llana (mental health) – P16,000 per month; and

* Boyet Rico (barangay affairs) – P15,000 per month

Regalado said Espinosa would only be getting the “right number” of executive assistants.

“I talked to the mayor. We discussed his 10-point agenda. Most probably ang executive assistants he would get are those who could help him implement his priority projects. They don’t have to be more than what are needed,” said Regalado.

Castro, on the other hand, said the SSET was also gathering feedbacks from the public on these executive assistants.

The other SSET members are City Engineer Roberto Divinagracia and Department Head II – Human Resources Management Office’s Leo Elevencione.

The SSET is tasked to do the following:

* review and evaluate the performance and/or records of all existing confidential department heads and employees, and to make recommendation as to whether or not they deserve reappointment and to highlight the very position they are best suitable and qualified for

* review and evaluate the track record of those who may desire to become part of the confidential appointees (of Espinosa) and to pinpoint the office/position best suited to their nature, character and qualifications

* perform all other duties and obligations necessary and indispensable for the faithful fulfillment of its powers and functions./PN
