BACOLOD City – A woman was detained after striking the officer-in-charge of the Bacolod Traffic Authority Office (BTAO) on the face with a flashlight.
Rosebel Narciso, 40, of Barangay Mandalagan owned one of the electric tricycles (e-trikes) that BTAO confiscated due to violations.
Superintendent Luisito Acebuche filed charges of direct assault, physical injury and obstruction of justice against Narciso before the City Prosecutor’s Office yesterday.
Narciso was hauled to the Police Station 3 lockup cell, according to the station commander Senior Inspector Larry Teovisio.
Acebuche said the incident happened around 8 p.m. on Wednesday along Lacson Street, in front of O Residences condominium and Robinsons Place mall in Barangay Mandalagan.
At the time the BTAO was rounding up illegally operating tricycles and trisikads as part of a “clearing operation” on major roads.
According to Acebuche, Narciso suddenly grabbed an e-trike lined up along the ones the BTAO apprehended.
A BTAO enforcer asked her why she was taking the e-trike. Narciso angrily responded, “I will take what is mine,” Acebuche claimed.
Acebuche approached her and explained why her e-trike cannot be released.
All of a sudden, Narciso struck him with a flashlight on the face, Acebuche said. He had a cut on the eyebrow. Narciso’s minor son also punched him on the nape, the traffic office head claimed.
But Narciso shared a different story.
She said the BTAO official “harassed” her. Acebuche shouted and pointed a gun at her, prompting her to attack him, she said.
