BACOLOD City – Young people will be a great help in disaster risk reduction and management, according to Councilor Cindy Rojas.
Rojas proposed an ordinance institutionalizing youth participation and representation in the City Disaster Risk Reduction and Management Council (CDRRMC).
She said CDRRMC has become the city government’s “active conduit in perfecting sound policies and disaster risk reduction undertakings that saved the lives, limbs and resources” of Bacolodnons.
And “the youth sector is a dynamic human resource that, when enhanced and properly utilized, could serve as a dynamic force necessary to bring into fruition any developmental goals,” the councilor said.
According to Rojas, the youth may “serve as focal point of the National Youth Council for potential programs and projects regarding disaster preparedness, risk mitigation and climate change adaptation.”
They may also “establish standard operating procedures in communication among the youth in the city for the purpose of informing and mobilizing them, especially when preparing for, responding to and recovering from disasters.”
Moreover, they may “provide a youth lens in disaster risk reduction and management, and environmental preservation and conservation, acting as lead connector and influencer to and of the broader section of the youth in the city.”
Citing the Constitution, Rojas said youth participation in policymaking “shall not be disregarded, nor their involvement in the affairs of the government shall be hindered.”
Section 13, Article II of the 1987 Constitution provides that:
“The state recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being, and shall inculcate in the youth patriotism and nationalism and encourage their involvement in public and civil affairs.”
“The tremendous contributions young people can make to disaster management are largely untapped,” said Rojas. “The involvement of the youth in the CDRRMC will encourage full and active participation of the youth sector in all its undertakings, especially during emergency situations.”/PN
